St John Ambulance crews, the Department of Fire and Emergency Services and SES were sent to the scene 46 kilometres east of Perth under priority one code.
The teenager was located and provided with emergency first aid, but could not be revived.
It is understood the boy had become trapped under the lake’s pontoon, which has since been dragged to the shoreline.
The 168-hectare bushland reserve is popular among families, with the Shire of Mundaring reporting the lake attracts more than 80,000 visitors and 14,000 campers annually.
